First off, I know nothing of outboards, but....

Is this a square key or a woodruff key?

A woodruff key is pressed into a slot in a shaft. The slot is circular in shape, toward the center line of the shaft. If a woodruff key, simply take a light hamer and tap one side down toward the centerline of the shaft. It will pop up on the other sire. If you need to move it farther, use a drift no wider than the keyway.

If a straight square key, again, get a drift no wider than the broached keyway, and tap it out. Tap on the square end.

Or, maybe there is something else on an outboard?

PS - NEVER sand a key or keyway. They are meant to be tight.
