I don't know your boat. But you would be sharing the load between the two cleats or hold downs. Every cleat should have a good backing plate. You could install a bigger plate for the cleats or the tie downs. Its not a hard thing to do. The hard part is getting at it. In the Pic, it looks like...

What exactly are you trying to do? Does this go back to the NEMA2k network? If I was looking for an open switch, I would pull the panel and look. If needed, I would install a new switch. Many option/choices on installing new. Here are some examples, but there are large switch panels mixed...

Also check the voltage at the coil. Check your neutral switch at the throttle. I can't remember if that switch stops the engine from turning over or just kills the power to the coil.

You have not mentioned fuel filters. I don't know if you have primary and secondary filters. But that would be the first place I would look at. Than take off the fuel supply hose of both engines, just to see if fuel is flowing. I would use the starboard fuel line, a base line. In other words, if...

I highly suggest a windless. With out one, I would suggest ether a cam cleat or clam cleat. In rough waters, when the bow goes down, pull the line/rode up. With the rode in the cleat, as the boat goes up the cleat will take the load. Not you, which would try to pull you over the bow.
