Check the outdrive fluid (assuming you have one since the OP does not tell us the engine configuration)... Is the oil in good shape?

Not sure where you are located but it's the chain that makes the difference. Biggest anchor will not make a difference if it's not being held horizontal on the bottom by the chain.
