Sticky Throttle

Hi folks, I have a 2000 Chaparral 180SSE 4cly Volvo Penta. When I am on the water cruising the throttle is very tight and difficult to move however when I am docked and not in gear everything seems to move freely, what might I need to replace here. Thank You

When was the last time the throttle and shift cables were replaced. If it’s be a while probably time for new ones.

They have likely never been done, I will replace both.. anyone know where I can find a service manual for my boat?
