You are not really looking for antenna height. Height is secondary. You want to look at the db gain. The higher the gain the better the TX an Rx.
Digital Antenna makes a very nice 4.5 foot one that has a gain of 4.5 db. Most 8 footer are 6db and most 3 footers are 3db. Just make sure you buy one made for VHF, not AIS. Both are almost identical since there very close to the same band width and some are tuned for both.
If your boating in a high traffic area. I highly suggest a VHF with AIS.

Thanks. The shorter the better lol. 4.5ft sounds like a good height
